民進黨團控朱立倫是「炒地王」 財團都更總銷逾685億

民進黨立院黨團今（16）日舉行記者會，指新北市長、國民黨總統候選人朱立倫的愛將、前新北市副市長許志堅，利用都更條例27條的巧門，讓財團蓋房炒樓，目前至少有六個案子，總銷金額合計超過685億元，但現在只有板橋介壽段案，因查獲許志堅收賄而停止，呼籲新北市府應將其他各案均自行移送檢調調查。

書記長陳亭妃表示，國產法第53條規定，面積超過500坪的土地，不得標售，但新北市府卻利用條都更條例27條的「巧門」，將法律規定不得出售大面積公有土地，以都更權利變換的形式賣給財團，讓財團蓋房炒樓。

陳亭妃說，許志堅從2010年10月12日擔任副市長，一直到2014年6月30日申請退休，許內任通過這些公辦都更案的共同特色，都是私有土地比例偏低，新北市政府持有土地比例都過半，總共有六個案子，新北市府卻以「零出資」的方式，把土地折付給建商，讓建商來擔任實施者。

陳亭妃指出，像是許志堅被起訴的板橋介壽段，就是標準「美和市」案的翻版，新北市府持有地占99.29，私地主占不到1%，整塊地卻藉由公辦都更的方式，變成財團謀利，「1%私有地吃掉全部公有地」。

陳亭妃表示，另包括新莊文德段，市有地比例高達74.7%、永和保福段市有地占52.19%、板橋民權段市有地占50.56％、土城運校段市有地占44.48%、國有土地占41，新店行政生活圈市有地占63.28%，這些案子國有地比例都占五成以上，而且都是鄰近捷運站。

陳亭妃說，新北市府卻堅持零出資，以土地折付給建商，讓建商來擔任實施者，讓財團可以蓋房炒樓，總銷金額高達685億，建商在這些公辦都更案，至少可以分回269億，讓「公辦都更變成財團都更」，全部都是利用都更27條的巧門來處理，朱立倫應該要說清楚講明白。
